河长制、实施环境与水资源可持续利用

利用江西、福建、安徽、云南省各地级市/州2011-2022年水资源数据,运用精确断点回归法,实证河长制对各区域水资源可持续利用的影响,并进行异质性分析.研究发现:(1)河长制对水资源可持续利用水平的影响具有时间滞后性,并在不同区域表现出一定差异,一般在河长制推行2-3年后治理效果最好;(2)河长制异质性治理效果与政策实施环境相关,在高政策、社会、自然、技术环境区域治理效果更好,江西主要是社会与自然环境发挥正向调节作用,安徽是政策与技术环境发挥正向调节作用,福建是政策、社会、自然、技术环境都发挥正向调节作用,云南仅有政策环境发挥正向调节作用.
River Chief System,Policy Implementation Environment,and Sustainable Water Resources Utilization
Using water resources data of each prefecture-level city/state in Jiangxi,Fujian,Anhui,and Yunnan Provinces from 2011 to 2022,this paper empirically demonstrates the impact of the river chief system(RCS)on the sustainable water resources utilization in each region by regression discontinuity design and heterogeneity analysis.Results show that:(1)the impact of the RCS on sustainable water resources utilization has a certain time lag and shows some heterogeneous in different regions,generally the governance effect reaches its best after it is implemented 2-3 years.(2)The effectiveness of river head system heterogeneity governance is related to the policy implementation environment.Regions with high policy,social,natural,and technological environments have better governance effects.Jiangxi mainly has a positive regulatory effect on so-cial and natural environments,Anhui has a positive regulatory effect on policy and technological environments,Fujian has a positive regulatory effect on policy,social,natural,and technological environments,and Yunnan only has a positive regulatory effect on policy environments.
