The Realistic Position,Key Issues and Transformation Path of Chinese Elderly Care
With China's population aging and modernization construction entering a new developing stage,the complexity and heterogeneity of the elderly population,as well as the multiple tensions with the economy,politics and culture,have put forward higher requirements for the construction of the elderly care system;Thus,Chinese elderly care has become an important social proposition.Under the framework of localization,Chinese elderly care is not only the product of the combination of the special national conditions of aging and Chinese modernization,but also the key point to achieve good governance in an aged society.On the one hand,China's national characteristics such as population elements,cultural traditions,social system and development stage have special characteristics.The current and future population development face both common problems faced by developed countries and similar problems faced by developing countries,as well as special problems in China's localization.There are great differences between China's elderly care and those of the advanced countries in terms of target,value orientation,basic units,time dimension and sustainable development.On the other hand,in order to promote Chinese elderly care to better adapt to the new form of aged society,it is necessary to adjust and innovate the revelent system and mechanism in terms of governance basis,governance concepts,governance resources,governance tools,governance subjects,governance models,etc,using institutionalized policy measures to achieve the best balance of intergenerational interests and equal development for all ages.Thereby,we should build a sustainable community of Chinese elderly care from the perspective of whole person,overall generations,entire society and total factor,and establish a friendly society for all ages with intergenerational harmony,joint contribution and shared benefits.
