数字孪生秦淮河流域防洪四预平台建设与应用

为实现秦淮河流域水灾害防御精准化预报预警和智能化调度决策,在梳理秦淮河流域防洪现状的基础上,对照水利部数字孪生流域先行先试建设要求,利用空天地立体监测、数据规律挖掘与知识发现、水利动态知识图谱、水文-水动力多要素过程互馈机制与模型耦合、模型参数优选与动态校正、多目标动态决策与方案智能生成、洪水风险分析评估等关键技术,将防洪四预过程贯穿于业务流程中,建立了面向流域防洪减灾的四预平台,并利用流域历史洪涝场景及防汛演练过程验证了平台的可用性.结果表明:防洪四预平台能够实现对秦淮河流域的实时监控、发现问题、优化调度,达到风险提前发现、预警提前发布、方案提前制定、措施提前实施的目的.研究成果可为其他数字孪生流域防洪建设提供思路和参考.
Construction and application of four pre-platform for flood control of digital twin Qinhuai River Basin
For the realization of the Qinhuai River Basin water disaster prevention accurate forecast warning and intelligent dis-patching decision,based on the current situation of flood control and the requirements of the Ministry of Water Resources'digital twin basin construction,using a series of key technologies to integrate the four pre-cautions(forecasting,early-warning,exer-cise,and emergency plan)of flood control into the business process,a four pre-platform for flood control and disaster reduction in the basin was established.The key technologies included three-dimensional monitoring of space-air-ground,data rule min-ing and knowledge discovery,water conservancy dynamic knowledge map,hydrological-hydrodynamic multi-factor process mu-tual feedback mechanism and model coupling,model parameter optimization and dynamic correction,multi-objective dynamic de-cision-making and scheme intelligent generation,flood risk analysis and assessment,etc.The availability of the platform was veri-fied by using the historical flood scene and flood control exercise process of the basin.The results showed that the platform can re-alize real-time monitoring of the Qinhuai River Basin,find problems,and optimize scheduling,so as to achieve the purpose of early detection of risks,early warning,early formulation of plans,and early implementation of measures.The research results can provide construction ideas and case references for flood control construction in other digital twin basins.
