摘要

为了对现行两部制电价下抽水蓄能电站的整体收益情况进行评估,以及对今后电价机制进一步优化和发展的方向进行探索,梳理了国内外抽水蓄能电站的相关政策以及电价机制发展脉络,构建了两部制电价下抽水蓄能电站参与电力市场后的收益模型,并以山东省某抽水蓄能电站为例进行了分析计算.实例表明:两部制电价可顺利衔接电力行业市场化改革后的主辅市场,有较强的可行性与适应性;抽水蓄能电站在成熟的电力市场中,能够通过优化运行策略获得可观收益;应适时研究电价机制衔接市场化改革,加快辅助服务市场建设,使抽水蓄能辅助服务价值能够充分体现.

Abstract

In order to evaluate the overall profitability of pumped storage power stations under the current dual pricing system and explore the direction for further optimization and development of the future pricing mechanism,we reviewed the relevant poli-cies and development trends of pumped storage power stations both domestically and internationally.And a profit model was con-structed for pumped storage power stations participating in the electricity market under the dual pricing system.Taking a specific pumped storage power station in Shandong Province as an example,an analysis and calculation were conducted.The results dem-onstrated that the dual pricing system can smoothly connect the main and ancillary markets of the power industry after the market-oriented reforms,showing strong feasibility and adaptability.Under the dual pricing system,in a mature electricity market,pumped storage power stations can achieve substantial profits by optimizing their operational strategies.It is recommended to time-ly study the pricing mechanism to connect with market-oriented reforms and accelerate the construction of auxiliary service mar-kets.This will enable the full realization of the value of pumped storage power stations in providing auxiliary services.
