南水北调中线工程受水区年度水量分配方法研究

南水北调中线一期工程已正式通水运行近 10 a,随着受水区各省(直辖市)配套设施不断建成,水量消纳能力逐步提高,在水源区供水有限的情况下,受水区之间竞争性用水问题日益突出.基于南水北调中线工程设计成果,提出一种基于受水区各省(直辖市)设计多年平均分配比例的南水北调中线工程年度水量分配方法.该方法将可调水量按各省(直辖市)设计多年平均分配比例进行分配,所得结果为各省(直辖市)的年度可调水量初始分配值,进而取该值与该省(直辖市)用水计划建议的较小值作为其年度分配水量;最后以南水北调中线工程可调水量80 亿m3 为例开展计算.结果表明:根据受水区 4 省(直辖市)用水计划建议分析水量分配面临情况,提出北京市、天津市、河北省、河南省分配的水量分别为10.4 亿,8.56 亿,28 亿,30 亿m3.该方法可为南水北调中线工程年度水量调度计划编制提供参考,为保障工程效益的发挥提供支撑.
Study on allocation method of annual water supply for Middle Route of South-to-North Water Diversion Project
The Middle Route of South-to-North Water Diversion Project has been running for nearly 10 years.With the con-tinuous construction of supporting facilities in the water-receiving area,the absorption capacity is gradually improved.When the water supply in the water source area is limited,the problem of competitive water use among the water-receiving areas is becom-ing increasingly prominent.In this paper,we proposed an allocation method of annual water supply for the Middle Route of South-to-North Water Diversion Project based on the design proportion of each province.The method was to firstly allocate the di-vertable water according to annual average distribution ratio of each province,which is considered as the initial allocation value,then take the smaller one between the initial allocation value and the water use plan of each province as its annual allocation water volume.We take the annual divertable water of 8 billion m3 of the Middle Route of South-to-North Water Diversion Project as an example to carry out the calculation.The results showed that according to the water use plan of the four provinces in the receiv-ing area,by analyzing the water allocation situation,the water allocation of Beijing,Tianjin,Hebei and Henan was 1.04 billion,0.856 billion,2.8 billion,3.0 billion m3 respectively.This method can provide a reference for the preparation of an annual water scheduling plan for the Middle Route of South-to-North Water Diversion Project and can provide support for ensuring the reali-zation of the project's benefits.
