人与河流和谐共生是对人与河流相互关系处于协调和谐状态的一种价值诉求.针对人与河流之间的联系与发展问题,阐释了人与河流和谐共生关系,在系统阐释人与河流和谐共生的现实依据以及基本理念的基础上,深刻分析了构建人与河流和谐共生关系实践中存在的问题及挑战,并立足多个层面提出了实现人与河流和谐共生的策略.分析表明:实现人与河流和谐共生,要大力加强宣传教育,提高公众的河流保护意识;要强化顶层设计,构建河流治理保护目标体系;要明确建设主体,构建政府主导、企业实施、全社会共同参与的河流治理格局;要加强制度建设,建立系统完整的河流治理制度体系,从而不断提升河流治理的能力水平.研究成果可为建构河流伦理,实现人与河流和谐共生提供参考.
Analysis on harmonious coexistence relationship between humans and rivers
The harmonious coexistence between humans and rivers is a kind of value appeal for the harmonious relationship be-tween humans and rivers.Aiming at the connection and development of humans and rivers,this article elaborates the harmonious coexistence relationship between humans and rivers.On the basis of systematically explaining the reality and basic concept of the harmonious coexistence between humans and rivers,it deeply analyses the problems and challenges in the practice of constructing a harmonious coexistence relationship between humans and rivers and proposes strategies for achieving the harmonious coexistence between humans and rivers based on multiple levels.The analysis shows that to achieve the harmonious coexistence between hu-mans and rivers,it is necessary to vigorously strengthen publicity and education,and enhance public awareness of river protection;to strengthen the top-level design and establish a target system for river governance and protection;to clarify the main body of the construction and establish a river governance pattern which is led by the government,implemented by enterprises,and jointly participated by the whole society;and to strengthen the institutional construction and establish a systematic and complete system for river governance,so as to continuously improve the capacity of river governance.The research results can provide reference for protecting rivers and achieving harmonious coexistence between humans and rivers.
