清江梯级水库防洪库容分配方案研究

针对清江梯级水库10 亿m3 防洪库容分配问题,在探明清江梯级水库防洪调度控制条件和调度方式的基础上,设置了7 种防洪库容分配可行方案,分析了不同分配方案下清江梯级水库配合三峡水库对荆江河段的防洪效果和基于长系列径流资料的清江梯级电站发电效益.研究结果表明:相比于原均匀分配方案,在确保上下游防洪安全的前提下,建议多预留一定防洪库容至下游隔河岩水库,推荐水布垭、隔河岩水库库容按照"水4 隔6""水3 隔7"方案进行防洪库容分配,以提升防洪、发电两方面的效益.研究成果可为清江梯级水库防洪库容科学运用提供决策参考.
Flood control capacity allocation scheme for Qingjiang cascade reservoirs
Aiming at the total 1 billion cubic meter flood control capacity allocation problem of Qingjiang cascade reservoirs,based on the control conditions and flood control scheduling of Qingjiang cascade reservoirs,seven feasible flood control capacity allocation schemes were present.Then the flood control effects of Qingjiang cascade reservoir that serves as a complement to Three Gorges reservoirs to Jingjiang River Reach as well as the power generation benefits of Qingjiang cascade power stations based on long series of runoff data were analyzed.The research results showed that compared with the original allocation scheme,on the premise of ensuring the safety of upstream and downstream flood control,it was recommended to reserve more flood control storage capacity to the downstream Geheyan Reservoir with the better effect of flood control and power generation.The research conclu-sions can provide decision-making reference for the scientific application of flood control capacity in actual operation of Qingjiang Cascade Reservoir.
