Discussion on regulating strategies for small and medium-sized rivers in towns and villages of Yangtze River Delta under territorial and spatial governance and control
In the current context of territorial and spatial governance and control,small and medium-sized rivers regulating in towns and villages are facing a number of tangible and intangible challenges,such as conflicts with territorial space elements,envi-ronmental impacts of cross-infrastructure projects,and insufficient public awareness among local villagers.With investigations and summaries on small and medium-sized rivers regulation conditions in the Yangtze River Delta,we analyzed the reasons of project constructions delaying and highly inputs,then proposed countermeasures:① Strengthening the overall planning and optimi-zation of natural resource elements such as mountains,waters,forests,fields,lakes,grass and sand in the national territorial spaces;② Formulating hierarchical and phased implementation plans as well as implementation policies for the composite utiliza-tion of national territorial spaces;③ Establishing cross-industry and cross-department collaborative design and joint approval mechanisms;clarifying the requirements and technical guidelines for synchronous design of infrastructure projects;④ Enhancing villagers'public participation to get full play to the benefits of river construction projects;⑤ Promoting and applying new digital and intelligent technologies.
