基于生态系统服务功能的兰西城市群高质量发展思路研究

摘要
兰西城市群是黄河上游地区经济发展的重要增长极,也是我国重要的生态安全保护屏障和生态系统服务供给源.为给兰西城市群高质量发展相关政策制定和推进实施提供新的视角及理论参考,对该城市群的基础条件、空间保障能力、产业支撑水平、环境承载能力等已有研究进行梳理,阐述了兰西城市群高质量发展与生态系统服务功能的联系,通过构建基于生态系统服务功能的兰西城市群高质量发展思路研究框架,建立城市群由自然生态系统服务功能向"生态-经济-社会"复合系统功能转化的路径.兰西城市群高质量发展的研究重点在于:保障生态系统支持服务功能,以筑牢一体化地缘环境基础;发挥生态系统调节服务功能,以破解自然生态环境条件的约束;释放生态系统供给服务价值潜力,以加快自然资本绿色价值转化;赋能生态系统文化服务功能,以良好生态增进民生福祉等.
Abstract
The Lanzhou-Xining(Lan-Xi)urban agglomeration is a significant growth pole for the development of the Yellow River Basin,and also an important ecological security protection barrier and source of ecosystem service supply in China.In order to provide new perspec-tives and theoretical references for the formulation and implementation of policies related to the high-quality development of the Lan-Xi urban agglomeration,this study reviewed the existing research on the agglomeration's basic conditions,spatial security capacity,industrial support level,and environmental carrying capacity.Furthermore,it explored the interconnection between the high-quality development of the Lan-Xi urban agglomeration and the function of ecosystem services.By building a research framework for the high-quality development of Lan-Xi ur-ban agglomeration based on ecosystem service function,this study established a pathway for the transformation from the natural ecosystem service function to a"ecological-economic-social"composite system function.The research focus of high-quality development of Lan-Xi urban agglomeration lay in ensuring the supporting services function of the ecosystem to build a robust foundation of integrated geo-environment,le-veraging the regulatory function of ecosystem services to overcome constraints posed by the natural environment,unleashing the value potential of ecosystem provisioning services to accelerate the transformation of the value of the natural capital,and empowering the cultural services function of the ecosystem to enhance the well-being of the populace through a healthy ecological environment.
