塔里木河流域综合治理主要成效及关键对策分析

受大规模水土开发影响,塔里木河尾闾湖泊干涸,河流下游胡杨林濒危.针对塔里木河流域存在的输水距离长、蒸发损失大,覆盖范围广、协调管理难,灌溉面积大、水资源需求量大,流域水资源不断减少等问题,水利部等先后编制了《塔里木河流域近期综合治理规划》《南疆水资源利用与水利工程建设规划》等,采取了土堤挡水与生态输水、山区水库拦蓄调控、闸渠联调引水入渗、库堤结合遏制洪水隐患等关键技术,结果表明:在流域来水偏丰的条件下,塔里木河流域水环境状况全面改善,水土流失面积和强度逐年下降,水资源利用效率逐步提高,促进了南疆重点流域及天山南坡产业带等重要经济区经济结构的调整和经济发展布局的优化.
Analysis of the Main Achievements and Key Countermeasures for the Comprehensive Management of the Tarim River Basin
Affected by large-scale soil and water development,the lakes at the end of the Tarim River have dried up,and the populus euph-ratica forest is endangered.In response to the issues of long water transmission distance,great evaporation loss,wide coverage,difficult coor-dination and management,large irrigation area,high water resources demand and continuous reduction of water resources in the Tarim River Basin,the"Comprehensive Management Plan for the Tarim River Basin in the Near Term"and the"Water Resources Utilization and Water Conservancy Engineering Plan for Southern Xinjiang"had successively formulated by the Ministry of Water Resources.They had adopted soil embankments for ecological water transmission,mountain reservoirs for interception,regulation and control,gate canal joint regulation for water diversion and infiltration,the combination of reservoir embankments and key technologies to control flood hazards.The results show that under the condition of abundant incoming water in the Tarim River Basin,the water environment has been comprehensively improved,the ar-ea and intensity of soil erosion have been decreased year by year,and the efficiency of water resources utilization has been gradually im-proved.This has promoted the adjustment of economic structure and optimization of economic development layout in key economic areas such as southern Xinjiang and southern slope industrial belt of Tianshan Mountains.
