数字经济赋能黄河流域高质量发展内在机理及其实证检验

摘要
为探讨数字经济赋能黄河流域高质量发展的机理,并为黄河流域生态保护和高质量发展重大国家战略的全面实施提供参考,在数字经济与高质量发展关系理论分析基础上,分别构建高质量发展水平和数字经济发展水平指标体系,基于黄河沿线 60 个城市 2011-2020 年的面板数据,采用熵值法测度黄河流域数字经济发展水平和高质量发展水平,进而以高质量发展水平为被解释变量、以数字经济发展水平为核心解释变量、以产业结构升级和绿色技术创新为机制变量、以环境水平和就业水平等为控制变量,构建基准计量模型和机制检验模型,通过模型回归实证分析数字经济推动黄河流域高质量发展的作用机制,并对实证分析结果进行内生性和稳健性检验.结果表明:数字经济赋能黄河流域高质量发展具有显著性,其内在机理是促进产业结构升级和绿色技术创新;数字经济赋能黄河流域高质量发展存在空间异质性,其作用在黄河中游地区最明显、在上游地区和下游地区相对较小.提出了全面推动黄河流域数字经济发展并使其进一步赋能高质量发展、推动产业结构升级、提升绿色技术创新水平、实施区域差异化发展战略、推动区域一体化发展等政策建议.
Abstract
In order to explore the mechanism of digital economy enabling high-quality development in the Yellow River Basin and provide ref-erence for the full implementation of major national strategies for ecological protection and high-quality development in the Yellow River Ba-sin,based on the theoretical analysis of the relationship between digital economy and high-quality development,the evaluation index systems of high-quality development level and digital economy development level were built respectively.Based on the panel data of 60 cities along the Yellow River from 2011 to 2020,the entropy method was used to measure the digital economy development level index and high-quality de-velopment level index in the Yellow River Basin.Then,taking the high-quality development level as the explained variable,the digital econo-my development level as the core explanatory variable,the industrial structure upgrading and green technology innovation as the mechanism variables,and the environmental level and employment level as the control variables,the benchmark measurement model and the mechanism test model were built.Through the model regression,the mechanism of digital economy promoting the high-quality development of the Yellow River Basin was empirically analyzed,and the empirical analysis results were endogenous and robust.The results show that the high-quality development of the Yellow River Basin empowered by the digital economy is significant,and its internal mechanism is to promote the upgra-ding of industrial structure and green technology innovation.There are spatial differences in the high-quality development of the Yellow River Basin enabled by the digital economy.Its role is most obvious in the middle reaches of the Yellow River and relatively smaller in the upper and lower reaches.It puts forward policy suggestions such as comprehensively promoting the development of digital economy in the Yellow River Basin and further enabling high-quality development,promoting the upgrading of industrial structure,improving the level of green tech-nology innovation,implementing regional differentiation development strategy,and promoting regional integration development.
