黄河下游滩区安全建设的思路对策研究

摘要
黄河下游滩区既是滞洪沉沙的场所,也是滩区群众赖以生存的家园,防洪运用和经济发展矛盾长期存在,是黄河治理和保护的重点和难点.坚持以人民为中心的发展思想,提出既要牢牢把握滩区滞洪沉沙功能定位,又要切实维护好滩区群众利益,以实现人的全面发展为中心,优化调整滩区安全建设的总体思路,把实施外迁为主作为战略方向,将工作重心由"房"和"地"调整为"人",构建"2+N+X"的规划政策框架体系,统筹推进"安居"和"乐业",更加重视教育和就业的引导作用,扎实推动滩区安全建设取得积极进展.
Abstract
Floodplain area of the Lower Yellow River is not only a place for flood detention and sediment settling,but also the homeland for people living there.The contradiction between flood control and economic development in the flood plain has existed for a long time,which is a key point and great challenge of the Yellow River management and protection.Applying people-centered development philosophy and pursu-ing people's all-round development,an overall strategy was proposed to optimize and adjust the safety construction of floodplain,which could firmly guarantee the function of flood detention and sediment settling as well as effectively safeguard the people's interests in floodplain.In the overall strategy,the relocation of majority residents outside floodplain was adopted as the strategic direction,and the work focus was shif-ted from"housing"and"land"to"people".Based on the strategic direction and work focus,it was proposed to build a"2+N+X"planning and policy framework system,comprehensively promoted"comfortable living"and"booming industry",and payed more attention to the guiding role of education and employment,so as to make solid progress in the safety construction of floodplain.
