人民胜利渠灌区水资源安全综合评价

基于灌区水资源安全理论,构建水量、用水效率、生态 3 个准则层,选取水资源总量、每公顷农田灌溉水量、万元工业增加值用水量、生态用水量占比等 10 个指标,并依据人民胜利渠灌区 2015-2020 年社会、自然、经济和水资源等相关数据及统计资料,采用熵权法-层次分析法评价模型,对人民胜利渠灌区水资源安全进行综合评价.结果表明:2015 年、2016 年和 2020 年人民胜利渠灌区水资源处于基本安全状态,2018 年和2019 年处于安全状态,2017 年处于不安全状态.通过深入辨识分析影响人民胜利渠灌区水资源安全的各项指标,发现提升水资源利用效率、推广节水灌溉技术以及实现水资源供需均衡,是确保人民胜利渠灌区水资源安全的关键.
Comprehensive Evaluation of Water Resources Security in People's Victory Canal Irrigation Area
Based on the theory of water resources security in irrigation areas,three criteria layers of water quantity,water use efficiency and ecology were constructed,and 10 indicators were selected,including the total amount of water resources,the amount of irrigation water per hectare of farmland,the water consumption per ten-thousand yuan of industrial added value,and the proportion of ecological water consump-tion.According to the social,natural,economic and water resources data and statistical data of the People's Victory Canal irrigation area from 2015 to 2020,the water resources security of the People's Victory Canal irrigation area was comprehensively evaluated by using the entropy weight-analytic hierarchy process evaluation model.The results show that the water resources of People's Victory Canal irrigation area in 2015,2016 and 2020 are basically safe,safe in 2018 and 2019,and unsafe in 2017.Through the in-depth identification and analysis of the indicators affecting the water resources security of the People's Victory Canal irrigation area,it is found that the key to ensure the water re-sources security of the People's Victory Canal irrigation area is to improve the efficiency of water resources utilization,promote the application of water-saving irrigation technology in agriculture and achieve the balance between supply and demand of water resources.
