为充分挖掘和实现黄河流域水土保持碳汇价值、有效推动黄河流域水土保持碳汇开发与市场交易,在阐明黄河流域水土保持碳汇特征、水土保持碳汇质量内涵的基础上,提出从新增碳储量贡献质量、可持续发展贡献质量、碳汇生产过程质量 3 个维度评价黄河流域水土保持碳汇质量,构建了包括 3 个一级指标、14 个二级指标、47 个三级指标的黄河流域水土保持碳汇质量评价指标体系,并指出了确定各级指标权重的适宜方法及计算水土保持碳汇质量指数的方法.建议:1)在黄河流域开展高质量水土保持碳汇开发、监测与核算、碳汇项目评级、信息披露、市场交易等全流程试点;2)加强国际合作与交流,借鉴国际自愿减排市场的差异化定价机制,构建黄河流域水土保持碳汇定价体系.
Building of an Evaluation Index System for the Quality of Soil and Water Conservation Carbon Sink in the Yellow River Basin
In order to fully explore and realize the value of soil and water conservation carbon sink in the Yellow River Basin,and effectively promote its development and market trading,on the basis of clarifying the connotation and characteristics of soil and water conservation car-bon sink in the Yellow River Basin,its quality was evaluated from three dimensions:the contribution quality of new carbon storage,the con-tribution quality of sustainable development,and the quality of carbon sink production process.This paper built an evaluation index system composed of 3 first-level indicators,14 second-level indicators and 47 third-level indicators,and pointed out the appropriate methods for de-termining the weights of indicators at all levels and the methods for calculating the carbon sink quality index of soil and water conservation.It suggests that:firstly,we should carry out a whole process pilot project in the Yellow River Basin including high-quality soil and water conser-vation carbon sink development,monitoring and accounting,carbon sink project rating,information disclosure,and market trading;second-ly,we should strengthen international cooperation and exchanges,learn from the differentiated pricing mechanism of the international volunta-ry emission reduction market,and build a carbon sink pricing system for soil and water conservation in the Yellow River Basin.
