摘要
电子蓝军装备综合演练是由需求分析、演练计划、演练实施、效果评估、演练总结等环节组成的相互联系和相互影响的有机整体;针对当前综合演练效果评估偏重结果考核或事后总结的问题,提出了基于CIPP扩展的综合演练效果全程评估模型,从需求评估、计划评估、实施评估和作战效能评估四个方面评估综合演练效果,明确了各个阶段的评估内容;最后探讨了引入人工系统、计算实验和平行执行(ACP)方法,对演练导调、指挥控制和效果评估进行迭代滚动式改进与优化;所建模型和方法为电子蓝军装备综合演练效果评估和顶层优化设计提供了新的思路和新方法.
Abstract
Electronic blue force equipment comprehensive exercise is the overall part of needs analysis, drill plans, drills implementation, impact assessment, drawn up to link the mutual contact and mutual influence. In this paper, the current comprehensive exercise effect assessment of the emphasis on the results of examination or the needs assessment, program evaluation, and implementation of assessment and operation effectiveness evaluation of four aspects to assess comprehensive exercise effect, clear the content of the various stages of assessment. Finally, we explored the introduction of artificial systems, calculated the experimental and parallel execution (ACP), and established model and optimized the design for the impact assessment and the top-level electronic blue force equipment with comprehensive exercise to provide new i-deas and new ways.
