Evaluation on Municipal Solid Waste Management Efficiency and Analysis of Influence Factors
Learning the efficiency and differences of municipal solid waste management in China and in-depth analysis on the input and output of municipal solid waste management resources can facilitate resource integration and efficiency improvement of municipal solid waste management.Based on the panel data of 37 key cities in China where the mandatory garbage classification pilot project was conducted from 2010 to 2020,the global SBM-DDF,global reference Malmquist model and Tobit model were used to analyze the management efficiency,changes and their influence factors of municipal solid waste in a comparative manner in this paper.The results indicated:from 2010 to 2020,there were periodic fluctuations in the municipal solid waste management efficiency in key cities in China,with peak values in 2010,2016,2018,and 2019,which were to some extent the responses of local urban management departments and industry enterprises to the relevant policies introduced by the central government;the municipal solid waste management efficiency values varied widely among key cities,mainly due to the density of population,industrial structure,scientific and technical development,etc.;and the performance of municipal solid waste management efficiency during the observation period of 2010 to 2020 was mainly due to the insufficient technological progress.This paper suggests:municipal solid waste management is characterized by a daily dynamic management process that requires continuous concerns of local governors;the implementation of localized and differentiated management can improve management efficiency with regional cooperation;and technological innovation serves as a driving force for the development of urban domestic waste management.
