四川省烟草行业减污降碳协同控制分析和对策建议——以烟叶烘烤、卷烟生产环节为例

当前,我国生态文明建设面临实现生态环境根本好转和碳达峰碳中和两大战略任务,环境污染物和温室气体排放具有高度的同根、同源、同过程特性,化石能源消费、工业生产等领域既是环境污染物排放的主要环节,也是温室气体排放的主要来源,协同推进减污降碳是经济社会发展全面绿色转型的必然选择。为积极探索构建符合四川实际、满足发展要求的典型特色行业减污降碳路径,以烟草行业烟叶烘烤和卷烟生产环节为例开展减污降碳协同控制研究,通过分析四川省烟草行业烟叶烘烤和卷烟生产环节能源消费、污染物和碳排放现状,识别在"双碳"政策背景下减污降碳面临的形势与挑战、亟待解决的关键性问题,提出减污降碳协同对策建议。
Analysis and Suggestions on Collaborative Control of Pollution Reduction and Carbon Reduction of Tobacco Industry in Sichuan Province——A Case Study of Tobacco Curing and Cigarette Production
At present,China's ecological civilization construction is faced with t fundamental improvement of the ecological environment and two strategic tasks of carbon peak & carbon neutrality.Environmental pollutants and greenhouse gas emissions are featured by a high degree of the same origin,homology and process.Fossil energy consumption,industrial production and other fields are the main emissions of environmental pollutants,but also the main sources of greenhouse gases.Coordinated efforts to reduce pollution and carbon emissions are inevitable for the comprehensive green transformation of economic and social development.In order to actively explore and build a path of pollution reduction and carbon reduction for typical characteristic industries that meet the actual conditions of Sichuan and meet the development requirements,this paper takes the tobacco curing and cigarette production links of the tobacco industry as examples to carry out a study on collaborative control of pollution reduction and carbon reduction.By analyzing the current situation of energy consumption,pollutants and carbon emissions in the tobacco curing and cigarette production links of Sichuan Province,identify the situation,challenges and key issues to be solved in the context of"carbon peak & carbon neutrality"policy,and propose collaborative countermeasures for carbon reduction.
