川渝高竹新区水环境承载力评估研究

川渝高竹新区是川渝两省市深入贯彻落实成渝地区双城经济圈发展战略,共同批准设立的跨省域省级新区。以川渝高竹新区2021年地表水环境质量监测数据为基础,结合社会经济发展和排水规划,按照《水环境承载力评价方法(试行)》对川渝高竹新区范围内御临河、后河、温塘河3个水环境评价单元进行水环境承载力现状评估,采用河流一维纳污模型对新区河流排污限值进行分析,对比排污限值和排水规划排污总量,预测新区未来水环境承载能力。研究表明:川渝高竹新区2021年地表水环境承载力现状处于未超载状态;预测出御临河、后河、温塘河等流域新增污染负荷超过纳污能力时的排水增量限值;预测出到2035年,御临河流域水环境承载力RC=93。8%,后河段、温塘河流域水环境承载力RC=100%,均为未超载状态。
Study on Assessment of Water Environment Carrying Capacity in Sichuan-Chongqing Gaozhu New Area
Sichuan-Chongqing Gaozhu New Area is a cross-provincial new district approved by Chengdu and Chongqing government to thoroughly implement the development strategy of Chengdu-Chongqing economic circle.Based on the quality monitoring data of surface water 2021 in Sichuan-Chongqing Gaozhu New Area,along with socio-economic development and drainage planning,an assessment of the current water environmental carrying capacity was conducted for three water environment control units,namely Yulin River,Hou River,and Wentang River,within the Gaozhu New Area in accordance with the EvaluationMethod for Water Environmental Carrying Capacity(Trial).Meanwhile this paper used a one-dimensional pollutant carrying model to analyze the limit value of sewage discharge of the rivers in Gaozhu New Area,compare the limit value of discharge with the total amount of sewage discharge in drainage planning,and predict the future water environmental carrying capacity of Gaozhu New Area.In conclusion,this study showed that the current environmental carrying capacity of surface water in Sichuan-Chongqing Gaozhu New Area in 2021 was not overloaded;it was predicted that the new pollution load exceeded the pollutant carrying capacity of the Yulin River,Houhe River and Wentang River;and as predicted,the water carrying capacity of Yulin River Basin is 93.8%,and the water carrying capacity of Hou River and Wentang River Basin is 100%in 2035.
