Study on Characteristics and Effectiveness of Water Pollution Governance Policy in China
Since the reform and opening up,China has issued a series of policies to strengthen water pollution prevention and governance.The quantitative evaluation of these policies is helpful to provide scientific basis for the sustainable and efficient operation of water pollution policies in the future.This paper constructs a three-dimensional analysis framework of"policy subject-policy tool-policy effectiveness".With the help of Nvivo12 plus,the content analysis of 53 policies related to water pollution was carried out,and the PMC index model was used to evaluate the effectiveness of key policies.The study found that the overall setting of China's water pollution policies was reasonable and constantly developing and improving.But there was some room for improvement,for example,the cooperation intensity of policy subjects needed to be further improved;there was a structural imbalance in policy tools and a path dependence on administrative-oriented policy tools;these policies covered more cities than rural areas;and policy timeliness lacked reasonable collocation of long-term and short-term goals.For these reasons,corresponding suggestions are put forward to improve water pollution policies.
