Evaluation and Study on Protection Effectiveness of Ecological Protection Redline in Sichuan Province
Protection effectiveness evaluation is an important monitoring and supervision part for ecological protection of red line.In order to better adhere to the bottom line for protection,an evaluation index system was set up in this paper,data from different time series was compared and analyzed,changes in ecological protection status and management capabilities before and after the evaluation period of ecological protection red line were evaluated,the overall protection effectiveness was analyzed in a comprehensive manner from five aspects including"no function reduction,area decrease,change of nature,management weakening,and characteristics highlights",aiming to provide reference for the management of the ecological protection red line.The evaluation results showed that:1)The protection effectiveness throughout Sichuan province has improved or became stabilized;2)Chengdu,Ganzi Tibetan Autonomous Prefecture,and Liangshan Yi Autonomous Prefecture have seen significant improvements in protection effectiveness,while Leshan,Ya'an,and Ngawa Tibetan and Qiang Autonomous Prefecture showed moderate improvements,and Panzhihua had slight improvements;3)Ziyang experienced a slight decline,with protection effectiveness showing a decreasing trend or being less than the degree of ecological degradation;4)Zigong and the other 13 cities and prefectures maintained a stable state or had protection effectiveness on par with ecological degradation.The results indicated that through the delineation and monitoring of ecological protection red lines,important ecological spaces were effectively protected.The next step should be to establish a normalized evaluation mechanism for protection effectiveness,improve evaluation standards,standardize evaluation work,and widely apply evaluation results to the Communist Party of China and government assessments,ecological compensation,and other related tasks,to strictly prevent the encroachment of important ecological spaces.
