摘要
电子政府与数字政府分别是对特定时期政府治理形态的精要概括.从公共政策视角观测,早期信息技术的公共性应用是信息时代政府改革的重要内容,使电子政府得以形成与发展.电子政府依托信息技术来实现行政治理的电子化建构和信息公共服务供给.与电子政府相比,数字政府是社会治理现代化的关键举措,在行政运行上趋向基于数据的决策执行和依托治理平台间组织结构的内外协同.总体而言,数字政府建设需要关注制度与技术的互动关系,这样才能推动数字化与法治化的协同发展.
Abstract
Electronic government and digital government are respectively a concise summary of the form of govern-ment governance in a specific period.From the perspective of public policy,the public application of early information technology was an important part of government reform in the information age,enabling the formation and development of electronic government.Electronic government relies on information technology to realize the electronic construction of administrative management and the provision of information public services.Compared with electronic government,digi-tal government is a key measure for modernizing social governance,with a tendency towards data-driven decision-mak-ing and execution in administrative operations,as well as internal and external coordination of organizational structures based on governance platforms.In general,digital government construction needs to pay attention to the interactive rela-tionship between institutions and technology,so as to promote the coordinated development of digitalization and rule of law.
