近年来,公安机关、高校管理方和其他相关责任者积极参与治理针对大学生实施的电信网络诈骗犯罪,并取得明显实效,但长效性遏制此类犯罪还任重道远.当前,针对大学生实施的电信网络诈骗犯罪的治理主要面临责任主体及其职责任务不明确、协同机制不完善等问题.对此,应注重运用多中心治理理论,推动公安机关、高校、学生和有关部门多方参与、联动治理,切实形成治理合力,为高效治理此类犯罪提供坚实支撑.
Abstract
In recent years,the police departments,college and other relevantresponsible subjects have actively par-ticipated in the governance of telecom network fraud crimes against college students,and achieved some positive effects,but a long-term crackdown on such crimes remains a long way off.At present,thegovernance of telecom network fraud crimes against college students mainly faces such problems as unclear responsibility subjects,responsibilities and tasks,andimperfect coordination mechanism.For this purpose,we can use the polycentric governance theory to promote the multi-participation and joint governance of policedepartments,college,students and relevant responsible subjects,and provide solid support for governance of such crimes.
