Review and Improvement of Comprehensive Administrative Law Enforcement Reform in Towns and Streets Goverment——A Case Study of L City in C Province
From the perspective of grassroots social governance,the purpose of the comprehensive administrative law enforcement reform at the township(street)level is to adapt to the significant change of"Party leadership in social governance."This reform grants administrative law enforcement power to townships(streets),turning them into a"qua-si-governmental authority"to build an"integrated government"at the grassroots level,achieving highly organized grass-roots social governance.From the perspective of administrative law enforcement system reform,granting administrative law enforcement power to townships(streets)essentially transforms the grassroots management model from the previous"departmental management"to a combination of"vertical and horizontal management."Therefore,the comprehensive administrative law enforcement reform at the township(street)level has profound political implications.It is a crucial step towards promoting law-based administration,building a law-based government,and advancing the modernization of grassroots governance systems and capabilities.In the future,the comprehensive administrative law enforcement re-form at the township(street)level should adhere to the principle of"legalization of Public power,"legally endowing them with administrative law enforcement powers,gradually reducing entrusted law enforcement,and adhering to the principle of"staff moving with the tasks."This approach ensures that"professionals handle professional matters."Town-ships(streets)should establish their own comprehensive administrative law enforcement teams based on their law en-forcement needs,focusing on matters that are within their legal jurisdiction and easy to manage,gradually improving their comprehensive law enforcement capabilities.In terms of path selection,the comprehensive administrative law en-forcement reform at the township(street)level can start from four aspects:Firstly,narrowing the reform scope and starting from urban governance;Secondly,establishing comprehensive administrative law enforcement teams at the township(street)level;Thirdly,creating a new pattern of county-level comprehensive administrative law enforcement characterized by"specialized and comprehensive,combined vertical and horizontal management,and close coopera-tion";and Fourthly,improving the supporting systems for the reform.
