Insufficient Evidence Collection and Its Resolution Path in Telecommuni-cation Fraud Cases——Taking the"Four Specializations and Two Cooperations"Overall Strategy as the Starting Point
Effectively conducting forensic activities is a key to successfully cracking telecommunications network fraud cases.However,due to insufficient awareness of obtaining evidence,capability of obtaining evidence,and cooperation of obtaining evidence among some investigators,the obtaining evidence benefits of telecommunications network fraud cases are not high yet,affecting the intensity of the fight against such crimes.Therefore,the problem should be solved with the"Four Specializations and Two Cooperations"(special research,special team,special case attack,special technology,in-ternal cooperation,external cooperation)approach.Specifically,we should focus on obtaining evidence issues and strength-en obtaining evidence research;establish a special obtaining evidence team to comprehensively improve the capability of obtaining evidence;build a multi-level special case attack system;update obtaining evidence tactics and enrich obtaining evidence professional technology;rely on the anti-fraud center to enhance internal cooperation;and build a collaborative forensic mechanism to promote external cooperation,etc.Through these targeted paths,we can provide strong support for combating telecommunications network fraud crimes.
