公共危机事件治理的研究价值不仅在于处理单个公共危机事件,还在于不断积累经验,促进治理系统的良性发展.因此,建立基于自组织理论的公共危机事件治理的协调与评价机制,有利于为治理公共危机事件提供一套普适性的思路和方法.在实际操作中,公共危机事件各指标的风险评估依赖于详实的数据支撑,但数据的数量和质量受限于当前数据收集与处理的局限性.随着大数据与人工智能技术的飞速发展,有望通过更加智能化的数据监测与分析手段,精准评估公共危机事件的潜在风险与影响范围,助力高效防范和化解公共危机事件,构建安全、稳定、和谐的社会生态.
Abstract
The research value of public crisis event governance is not only in dealing with individual crises but al-so in continuously accumulating experience to promote the healthy development of the governance system.Therefore,establishing a coordination and evaluation mechanism for public crisis event governance based on self-organization theo-ry is beneficial for providing a universal set of ideas and methods for managing such events.In practical operations,the risk assessment of various indicators of public crisis events relies on solid data support,but the quantity and quali-ty of the data are limited by current limitations in data collection and processing.With the rapid development of big da-ta and artificial intelligence technologies,we can expect more intelligent data monitoring and analysis methods to pre-cisely assess the potential risks and impact scope of public crisis events,contributing to efficient prevention and resolu-tion of such events,and building a safe,stable,and harmonious social ecosystem.
