How to Effectively Govern the"Tragedy of the Commons"?:A Case Analysis of Water Resource Competition for Irrigation in Village R of Q Town in Eastern Hunan Province
The governance of public affairs is a universal social challenge.The allocation and utilization of public resources are essential aspects of public affairs governance,as"free riding"in public resources often leads to a"collective action dilemma",which in turn results in the"tragedy of the commons".Based on a case study of water resource competition for irrigation in Village R of Q Town in eastern Hunan province,this paper explores the root causes and governance dilemmas of the competition for agricultural irrigation water resources from the perspectives of property rights,management,order,and interests.The analysis reveals that,based on the framework of"trust-cooperation-symbiosis",a coexistence model for agricultural irrigation,characterized by shared property rights,collective governance of water sources,mutual adherence to rules,and equitable sharing of benefits,provides a feasible path to effectively govern the"tragedy of the commons".
