学校体育城乡一体化评价指标体系构建与实证研究

学校体育城乡一体化评价既是学校体育城乡一体化战略制定的前提和基础,也是一体化进程中阶段性成果的反馈.运用文献资料法、访谈法、实地考察法、德尔菲法、聚类分析法等研究方法,构建了 3对一级指标、13对二级指标、32对三级指标构成的学校体育城乡一体化评价指标体系,并对黑龙江省县域初级中学学校体育城乡一体化水平进行实证评价.评价结果表明,黑龙江省13个地市学校体育城乡一体化水平差异较大,依据计算得出的学校体育城乡一体化指数,通过自然间断法聚类分析把黑龙江省学校体育城乡一体化水平分为4类地区,二级指标的差异状况可以深刻的反映出制约一体化发展的因素.综合评价结果认为,由于学校体育标准化进程和教育投入具有阶段性特征,学校体育城乡一体化评价指标体系条目也需要适时地增减和调整.为准确把握学校体育城乡一体化进程,各级教育行政部门逐步建立内在统一的学校体育监测体系和监测机制,实现城乡一体化的动态评价.建立和完善政府主导的学校体育城乡一体化社会支持系统,形成一体化发展内在动力,进而构建城乡学校体育帮扶机制、集团化办学机制、资源统筹共享机制.
The Construction and Empirical Research on the Evaluation Index System of School Sports Integration between Urban and Rural Areas
The evaluation of the process of school sports urban-rural integration is not only the premise and foundation of the strategic formulation of school sports urban-rural integration,but also the feedback of the phased results in the process of integration.By using the methods of literature interview,field investigation,Delphi and cluster analysis,this paper constructs an evaluation index system of school physical education urban-rural integration composed of three pairs of first-class indexes 13 pairs of second-class indexes and 32 pairs of third-class indexes,and makes an empirical evaluation on the level of school physical education urban-rural integration of junior middle schools in Heilongjiang Province.The evaluation results show that there are great differences in the level of school sports integration between urban and rural areas in 13 cities of Heilongjiang Province.According to the calculated index of school sports integration between urban and rural areas,the level of school sports integration in Heilongjiang Province is divided into four categories by cluster analysis of natural interruption method.The difference of secondary indicators can deeply reflect the factors restricting the development of integration.The comprehensive evaluation results show that the items of the evaluation index system of school sports integration in urban and rural areas also need to be increased,decreased and adjusted in due time due to the stage characteristics of school sports standardization process and education input.It is demanded to establish and improve the government-led social support system of school sports integration in urban and rural areas,form the internal driving force of integrated development,and then build the urban and rural school sports assistance mechanism,group school running mechanism,and resource sharing mechanism.
