Problem Review and Reform Prospect of Project System Governance of Rural Public Goods:Taking Key County Project System of Small-Scale Farmland Water Conservancy Projects as Analysis Object
At present,the key county project system of small-scale farmland water conservancy project is the national management system of small-scale farmland water conservancy project in Chi-na.In the operation practice of the key county project system of small-scale farmland water conser-vancy project,there often appear such practical problems as"the difficulty of administrative contrac-ting at the administrative level","the limitation of government purchase in project entering the vil-lage"and"the alienation of technical governance in the hierarchical operation".The root cause of these governance problems mainly stems from the administrative integrated governance logic and mechanism contained in the project system from the national perspective.Therefore,the key way to promote the future reform of project-based governance of rural public goods is to continuously strengthen the autonomy of villages and enhance the subjectivity of farmers,form a project govern-ance pattern of co-construction,co-governance and sharing,and construct a project governance system of collaborative cooperation between the government,villages and farmers.
