Holistic Learning Community:Governance Strategies for Fragmentation of Crisis Learning in the Public Sector
The characteristics of public crises determine that crisis learning should be a coordi-nated knowledge integration effort.Crisis events disrupt the normal order of organizations,forcing them to analyze and reconstruct internal elements.However,fragmented crisis learning fails to effec-tively reduce organizational blind spots in wisdom,making it challenging to match governance knowl-edge with complex crisis situations.To effectively promote the modernization of emergency manage-ment systems and capabilities and enhance the resilience of public sector organizations,it is necessa-ry to embed a holistic core into crisis learning actions,promote multi-subject knowledge flow,and build a crisis learning network with long-term information sharing.This study adopts holistic gov-ernance as an analytical framework and analyzes the fragmentation phenomenon in current public sec-tor crisis learning from the perspectives of philosophy,subjects,mechanisms,institutions,and tech-nologies.It summarizes the fragmented causes under the hierarchical authority,such as strategic re-sponse thinking under institutionalized constraints,organizational inertia in systems,and accounta-bility disincentives,and proposes strategies to shape a crisis learning community.
