Government Society Collaboration:A Study of Government Behavior in Grassroots Governance Innovation
The phenomenon of"collaboration"is not only a strategy to avoid responsibility but also a manifestation of the flexibility of grassroots governments and an important source of innovation in grassroots governance.The "government-society collaboration"formed in some places is a flexi-ble governance strategy adopted by grassroots governments.Based on case studies of grassroots gov-ernments purchasing social services,this research extends the "collaboration theory"and extracts a theoretical framework for "government society collaboration"to analyze the motives and formation mechanisms of joint collaboration between grassroots governments and social organizations in the process of grassroots governance innovation.The study finds that institutional pressure and perform-ance incentives are the driving forces behind the formation of"government society collaboration".In the context of institutional rigidity,grassroots governments hope to leverage social organizations to create flexible working space,and social organizations,when participating in grassroots governance,demonstrate greater innovativeness that aligns with the performance needs of grassroots governments.Under "government society collaboration",a mutual dependence relationship is formed between grassroots governments and social organizations.This relationship is sustained through mechanisms such as administrative capture,resource acquisition,and policy protection,maintaining a stable col-laboration over the long term."Government society collaboration"represents innovative explorations of mechanisms by grassroots governments without changing the system,reflecting the logic of actively seeking autonomous space and completing tasks.
