Theoretical Construction and Implementation Path of Agile Governance in Rural Areas in the Digital Era
Agile governance,due to its human-centered philosophy,multi-stakeholder col-laboration approach,and diverse governance capabilities,aligns well with the requirements of rural governance in the digital age and has been introduced into the field of rural digital governance,be-coming an effective path for the transformation of rural digital governance.By constructing a frame-work for structural-process-functional analysis,an examination of the system of agile governance in rural areas in the digital age reveals that its operation mainly manifests in the structural dimension of constructing a funnel-shaped governance organizational structure,the process dimension of estab-lishing adaptive dynamic mechanisms,and the functional dimension of achieving coordination through the AGIL model.However,challenges such as high platform construction costs,difficulties in super-vision,limited benefits,imbalanced supply of technological innovation,and emerging anti-govern-ance problems are hindering the normal operation of agile governance in rural areas in the digital age.Therefore,it is necessary to adhere to government leadership,strengthen platform supervision and cooperation,promote optimal allocation of resources,implement tailored approaches according to local conditions,guard against tool traps,and promote both technological innovation and governance to further promote rural agile governance in the digital era.
