The Logical Rationale,Inherent Limits and Optimisation Path of Digital Consultative Democracy
Digital consultative democracy is the product of the deep convergence of the two waves of digitalisation and democratisation,and the organic unity of instrumental rationality and val-ue rationality.Big data,blockchain,artificial intelligence,etc.have reshaped the capacity and con-sciousness of consultative subjects through the triple embedding of technology,value and tools,ushe-ring in new opportunities for the broad,multi-layered and institutionalised development of consulta-tive democracy.If we look at the goal of realising people's democracy in the whole process,the limi-tations of technology itself have invariably created inherent limits for digital consultative democracy that are difficult to cross,including the limit of democratic participation based on the digital divide,the limit of truthfulness of public opinion based on online misconduct,and the limit of the effective-ness of democratic decision-making based on the risk of digital alienation.The essence of digital consultative democracy is that people are the masters of the country.Only by creating a political en-vironment for broad participation with digital inclusion,gathering real public opinion with orderly participation,and building digital security barriers with legal safeguards,and by transforming the ad-vantages of technology and system into the effectiveness of governance,can we put broad,real,and useful people's democracy in the whole process into practice.
