基于非期望产出的新能源企业技术创新绿色效率研究

以2007年—2020年中国新能源上市企业为研究对象,引入碳排放强度作为非期望产出,利用DEA-SBM模型,区分研发和转化阶段,区分地区和所有制异质性,全面考察技术创新绿色效率.结果表明,新能源上市企业技术创新绿色效率水平较低,研发阶段(0.061)低于转化阶段(0.221),说明技术创新研发面临较大的失败风险,但应用时效率有所提升.异质性分析可知,研发和转化阶段,西部地区和国有企业效率都高于其他分类,但在转化阶段差距不显著.因此,政府和市场应支持具有技术创新优势的地区开展研发活动,其他地区可因地制宜扩大转化市场;同时,应号召国有企业在急、难领域攻坚克难,引领提升新能源产业整体技术创新绿色效率.
Research on Green Efficiency of Technological Innovation of New Energy Enterprises Based on Unexpected Outputs
Taking the new energy listed enterprises in China from 2007 to 2020 as the research object,carbon emission intensity is introduced as the non-expected output,utilize the DEA-SBM model,distinguish between R&D and translation stages,and between regional and ownership hetero-geneity,comprehensively examine the green efficiency of technological innovation.The results show that the level of green efficiency of technological innovation in new energy listed enterprises is low,lower in the R&D stage(0.061)than in the transformation stage(0.221),which indicates that technological innovation R&D is facing a greater risk of failure,but the efficiency improves when it is applied.Heterogeneity analysis shows that the efficiency of western regions and state-owned enter-prises is higher than other classifications in both the R&D and transformation stages,but the gap is not significant in the transformation stage.Therefore,the government and the market should support R&D activities in regions with advantages in technological innovation,and other regions can expand the transformation market according to local conditions;at the same time,state-owned enterprises should be called upon to overcome difficulties in urgent and difficult areas and lead the way to im-prove the green efficiency of overall technological innovation in the new energy industry.
