Practical Mechanisms of Local Governments to Promote Digital Governance in Rural Areas:An Analysis Based on the Perspective of Government Innovation
Local governments need government innovation to guide rural digital governance,and the logic is performance production and risk control.Based on the perspective of government innova-tion and the framework of"stage goal migration-agile adjustment of elements",it is analysed that when the rural digital governance goes through the construction stage of"initial construction of data platform-layout of county wise governance-results presentation and sharing",the local govern-ment adopts the action strategy of"inclusion of elements,expansion of elements and optimization of elements"to achieve the milestones of"embedding of tools-construction of system-improvement of effectiveness"and obtain the innovation achievement.In the process of digital governance con-struction,the government adopts the institutionalised constraints of"scientific decision-making and rationality of value"to avoid innovation risks and promote the realisation of governance.
