The Tension of Digital Transformation of Grass-roots Governance and Its Relief in the Digital Age
The rapid development of digital technology is bringing human society into the digital era.Under the digital era,the subjects of governance are diversified and highly mobile,the content of governance is fragmented and highly related,and the relationship of governance is open and flat,thus shaping a brand-new governance situation.The digital transformation of grass-roots govern-ance is precisely a necessary measure to cope with the new governance situation in the digital era.However,technological empowerment is not equal to technological omnipotence,and in this process,there are tensions between the hierarchical organisational system and the flattening of digital technol-ogy,between departmental-level coordination and the governance of"data chimneys",and between the refinement of grass-roots governance and the protection of data privacy.Therefore,the tensions should be resolved by building a hierarchical digital governance system,promoting the integration and sharing of government data at the grass-roots level,and strengthening governance data security and privacy protection,so as to transform technological efficacy into governance efficacy and improve the modernisation of the grass-roots governance system and governance capacity.
