乡村振兴背景下农村人才政策优化调整研究

目前农村发展缺乏足够的人才支撑,影响了乡村振兴战略的全面推进,有必要对农村人才队伍的建设予以政策保障,以推动乡村人才工作有序进行,助力乡村振兴.通过充分了解农村人才政策,进而找到优化和调整政策的途径.文章以 2014 年 1 月—2022 年 4 月中央层面发布的 81 份农村人才政策作为研究对象,以政策结构、政策工具、政策效力三个维度对农村人才政策进行分析,探究其成效与不足.研究发现:政策主体间联系不够紧密、政策目标偏向明显、政策工具内部结构不平衡.因而,需构建多部门协调联动机制;建立普惠式的政策受众模式;创建供给、需求、环境相结合的政策工具体系.旨在为农村人才政策优化调整提供依据,提高农村人才建设的效力与水平.
Research on Optimization and Adjustment of Rural Talent Policy under the Background of Rural Revitalization
At present,rural development lacks sufficient talent support,which affects the overall promotion of rural revitalization strategy.It is necessary to provide policy guarantee for the construction of rural talent team,so as to promote the orderly progress of rural talent work and help rural revitalization.Fully under-stand the rural talent policy,and then find the way to optimize and adjust the policy.This paper takes 81 rural talent policies issued by the central government from January 2014 to April 2022 as the research object,analy-zes the rural talent policy from three dimensions:policy structure,policy tools and policy effectiveness,and explores its effectiveness and shortcomings.The results show that the relationship between policy subjects is not close enough,the bias of policy objectives is obvious,and the internal structure of policy instruments is unbal-anced.Therefore,it is necessary to build a multi-department coordination mechanism;establish an inclusive policy audience model;create a system of policy tools that integrates supply,demand and the environment.The aim is to provide the basis for the optimization and adjustment of rural talent policy and improve the effec-tiveness and level of rural talent construction.
