摘要
完善托育成本分担机制,对于落实三孩政策配套措施、明确托育服务发展方向具有重要意义.目前,我国托育服务供需矛盾已成为我国民生领域主要矛盾之一.为破解难题,我们需要建立政府、家庭、社会等多主体参与的成本分担机制.根据教育成本分担、利益相关者以及公共产品理论,托育服务应着力调节供给结构,试行适度普惠的供给模式和建设路径;明确政府投入职责,构建政府主导的成本分担机制;合理统筹规划布局,均衡配置托育服务资源供给;积极引导社会力量,加大社会对托育成本的投入力度.
Abstract
Improving the cost sharing mechanism of childcare is of great significance for implementing sup-porting measures of the three-child policy and clarifying the development direction of childcare services.At present,the contradiction between supply and demand of childcare service in China has become one of the main contradictions in the field of people's livelihood.In order to solve the problem,we need to establish a cost-sharing mechanism involving government,family and society.According to the theory of education cost sharing,stakeholders and public goods,the nurseries should focus on adjusting the supply structure,and try out a moderate and inclusive supply model and construction path;clarify the responsibility of government input and establish a government-led cost-sharing mechanism;reasonable overall planning and layout,balanced al-location of childcare service resource supply;actively guide social forces to increase social investment in child-care costs.
