Exploring the Unique Advantages and Implementation Mechanism of Online Solicitation of Public Opinions—The Perspective from the Whole-process People's Democracy in Cyberspace
Since the 18th National Congress of the Communist Party of China,the Party Central Committee,with Comrade Xi Jinping at its core,has united and led the Chinese people in continuously pursuing,developing,and realizing democracy,finally summarizing and proposing the vital concept of whole-process people's democracy.Distinguished by its broadest,most genuine,and most effective advantages,whole-process people's democracy not only reflects the essential attributes of socialist democratic politics,but also represents the democratic wisdom and values of Chinese Communists in the new era.In the context of the rapid development of the Internet in China and the rising number of Internet users,online solicitation of public opinions has gradually become an important manifestation of whole-process people's democracy in cyberspace.It primarily refers to the democratic behavior of soliciting opinions and suggestions from the public in cyberspace,generally following a whole-chain operation process,a fully inclusive democratic orientation,and a comprehensive democratic pursuit.For example,the online solicitation of public opinions concerning the relevant work of the 20th National Congress of the Communist Party of China is a representative demonstration of this democratic behavior.As a form of cyberspace solicitation of opinions,online solicitation of public opinions fully absorbs the characteristics of the Internet,such as openness,immediacy,and interactivity.It expands the channels and space for government-public interaction,reforms the traditional way of dialogue between the government and the public,and achieves the effect of understanding public opinion and absorbing people's wisdom in strengthening the interaction with the public.Depending on the emergence and development of the Internet,online solicitation of opinions can expand the scope of solicitation at the time level,break the double barriers of solicitation at the spatial level,improve the overall efficiency at the efficiency level,and enhance the functional empowerment of solicitation at the attribute level,fully demonstrating its unique role in promoting the development of whole-process people's democracy.At present,online solicitation of public opinions in China is still in its development stage,and there exist some problems in regard to fundamental elements,such as the short-term effectiveness of duty-bearers,the ambiguity of object adoption,the non-synergistic use of intermediaries,and the imbalanced components of the ring-shaped pattern.In response,to continue leveraging the unique advantages of online solicitation of public suggestions for the development of whole-process people's democracy and further address the problems and shortcomings encountered,it is necessary to start with mechanism innovation and scientifically construct a comprehensive implementation mechanism of online solicitation of public comments.This mechanism should integrate an open and unblocking mechanism to build the input platform,a filtering mechanism to screen and purify the process,a conversion mechanism to respond to the output,and an evaluation mechanism to supervise the feedback.Thus,it will contribute to ensuring that opinions and suggestions obtained through the online platform are systematically organized,effectively selected,and scientifically transformed through long-term subject setting,precise object adoption,collaborative intermediary application,and balanced ring-shaped development,further improving national and social development.
