Scenes Construction,Operational Logic and the Realization of Public Value of Digital Social Governance
The rapid development of digital technology has placed social governance in the context of the digital era.As a key component of China's digital strategy,digital social governance is profoundly transforming the concepts,methods,and pathways of social governance.While digital technology enables governments to respond to public affairs more precisely and efficiently,it also brings risks of public value failure in digital social governance.These risks,influenced by the inherent characteristics of technology and its application scenarios,can impact the original public value system.Objectively understanding digital social governance and addressing these risks are crucial challenges in the digital transformation of social governance.This study examines two connotations of digital social governance:the governance of society through digital means,emphasizing the application of digital technology as a tool within the existing social governance system;and the governance of a digital society,focusing on how digital technology shapes and promotes the formation of new social governance models.The study argues that society plays a decisive and dominant role in the development of digital technology,and that digital technology,no matter how advanced,ultimately serves as a technological means to serve societal needs.It is also necessary to promote the updating and iteration of digital technology based on evolving social needs.Furthermore,the study highlights the importance of application scenarios in digital social governance,viewing these scenarios as drivers of digital technology innovation and essential vehicles for realizing public value in the digital era.Based on the practical needs of social governance,digital social governance scenarios are categorized into four types:government services,digital industry,public services,and urban living,providing a comprehensive understanding of digital social governance.In these scenarios,digital technology plays a role in connecting governance entities and integrating various interests.Through the mechanism of"demand aggregation-information sharing-architecture restructuring-subject aggregation,"digital technology empowers social governance by targeting the needs of different application scenarios to embed public governance values into the provision of essential services to citizens.However,we must also be alert to the risks of public value failure posed by digital technology,which include government failures in integrating public value,the lack of social responsibility among market entities,deviations in the fairness of social mechanisms,and challenges in co-creating value with citizen participation.In the future,the integration of digital technology and social governance requires joint efforts from both the government and society.Starting from the essence of social governance and adhering to the principles of people-oriented development,transparency,shared risk,sustainability,fairness,and justice,it is essential to guide the regulation of digital technology development and help realize public value in digital social governance,ultimately leading to good governance in the digital era.
