The"Law on Combating Telecom and Online Fraud"systematically outlines the front-end crime control obligations of telecom operators,targeting the information chain of telecom fraud.Since its implementa-tion,the rapid rise in telecom fraud cases has been significantly curbed.Governance has shifted from tradition-al criminal control to platform governance centered on gatekeeper obligations.In the context of sustained anti-fraud efforts,telecom operators must fulfill legal duties such as assisting law enforcement,real-name registra-tion,risk management,and crime prevention.Additionally,they need to optimize a dual regulatory framework combining criminal and gatekeeper regulations,tailored to the organizational management characteristics of Chinese telecom operators,for effective digital society governance.To win the long-term battle against telecom fraud requires leveraging technological countermeasures,taking responsibility for user real-name management and information protection,and building a risk-oriented,multi-dimensional fraud prevention system based on telecom operators.Clear procedures for telecom user remedies and measures for digital legal construction should be established to optimize the pathways for telecom operators to fulfill their crime control obligations more precisely and effectively.
