数字化公安队伍管理的碎片化风险研究

建设数字中国是数字时代推进中国式现代化的重要引擎,推进数字化转型已是公安工作中的重要命题.公安队伍管理在数字化建设中产生变革,借助大数据、人工智能、云计算等新兴信息技术不断推动公安机关队伍管理模式向科学化、智能化、精细化方向发展.而开展数字化公安队伍管理建设之初,旨在整合传统管理的碎片化现象.但由于数字化公安队伍管理的理念、机制、方式等方面的不足,反而衍生出新的碎片化风险.基于存在的风险提出了树立整体性治理理念、加强数字治理、强化顶层设计和精简考核指标等对策,以期推进数字化公安队伍管理建设,实现扁平高效、整体闭环的公安队伍管理,最终提升公安队伍的整体素质和战斗力.
A Study on Fragmentation Risks in Digitalized Police Force Management
Building a digital China is an important engine for promoting Chinese modernization in the dig-ital era,and promoting digital transformation has already become an important proposition in public security work.The management of the public security force has undergone changes in the process of digital construc-tion.With the help of emerging information technologies such as big data,artificial intelligence,and cloud computing,the management mode of public security organs has been continuously promoted to develop in a scientific,intelligent,and refined direction.At the beginning of carrying out the construction of digital man-agement of the public security force,the aim was to integrate the fragmentation phenomenon of traditional man-agement.However,due to deficiencies in aspects such as the concept,mechanism,and methods of digital management of the public security force,new fragmentation risks have emerged instead.Based on the existing risks,countermeasures such as establishing the concept of comprehensive governance,strengthening digital governance and top-level design,and streamlining assessment indicators have been put forward,with the ex-pectation of promoting the construction of digital management of the public security force,realizing flat,effi-cient,and overall closed-loop management of the public security forces,and ultimately improving the overall quality and combat effectiveness of the public security forces.
