松辽运河规划线路探讨与预期效益分析

以松辽运河为对象,重点开展了运河规划的战略定位、设计通过能力、推荐线路及航运比较优势等分析,并从多维环境要素分析运河建成后的正向效益.结果表明:推动松辽运河工程的建设对加快东北海陆大通道具有重要意义,是助力东北经济腾飞的加速引擎;松辽运河为限制性航道,充分考虑河道地形、线位选择、建设难度等约束条件,规划航道等级初定为Ⅱ级,连接段的梯级船闸按内河Ⅰ级双线船闸建设;运河建设的水运比较优势显著,对于氮氧化物、一氧化氮、颗粒物、二氧化硫、二氧化碳等均起到了较好的环境综合效益;针对跨流域运河建设,从跨流域运河的断面设计、运河支流入汇口的水沙调控、越岭段深开挖和疏浚土利用、江海联运航行安全保障、生态环境安全保障及建设技术标准体系等方面,初步提出了基础理论与关键技术的攻关方向.
Discussion of planned route and analysis of expected benefits of the Songliao Canal
This paper takes the Songliao Canal as the object,examining its strategic positioning,design throughput capacity,recommended route,and shipping comparative advantages,and conducts a comprehensive analysis of the positive effects of the canal after its completion from multiple environmental elements.The results conclude that the promotion of the Songliao Canal project is of great significance for accelerating the Northeast Sea-Land Integrated Transportation Corridor,serving as a powerful engine to boost the economic takeoff of Northeast China.The Songliao Canal is a constrained waterway.With full consideration of constraints such as river topography,route alignment,and construction difficulty,the planned waterway grade of the Songliao Canal is initially designed as Class Ⅱ,with the cascade locks in the connecting sections designed as Class Ⅰ double-line locks for inland waterway.The water transportation comparative advantages of the canal construction are significant,and it has played a good role in the environmental comprehensive benefits of nitrogen oxides,nitric oxide,particulate matter,sulfur dioxide,and carbon dioxide.Preliminary directions for tackling fundamental theories and key technologies in cross-basin canal construction have been proposed,encompassing canal section design,water and sediment regulation at tributary confluences,deep excavation and dredging of mountain passes,navigation safety assurance for combined river-sea transportation,ecological and safety assurance,and the establishment of a construction technical standards system.
