基于PSM理论的高校化学实验室安全管理改革探讨

摘要
安全是高水平化学实验室建设的首要条件,针对当前高校化学实验室在安全管理中存在的问题,基于过程安全管理(PSM)理论,提出包含过程信息管理、风险分析管理、应急响应及后期处置、安全教育与文化四部分,学校、学院、教师三级协同管控的化学实验室过程安全管理体系,将安全管理纳入全员、全过程中.研究内容可为制定科学合理、系统高效、全员协同的化学实验室安全管理体系提供参考与借鉴.
Abstract
Safety is the primary condition for the construction of high-level chemical laboratories.Aiming at the problems existing in the safety management of current university chemical laboratories,a process safety management system for chemical laboratories is proposed based on the theory of process safety management(PSM),which includes four parts:process information management,risk analysis management,emergency response and post disposal,safety education and culture,and it is coordinated and controlled by schools,colleges,and teachers at three levels,which incorporates safety management into the entire staff and process.In this article,the discussion on the reform of chemical laboratory safety management can provide reference for establishing a scientific,systematic and collaborative chemical laboratory safety management system.
