油气长输管道应急机制研究与管理方法探讨

随着我国经济的快速发展和城市化水平的不断提高,石油天然气等能源资源得到大规模开发和利用,传统槽车越来越不能满足油气资源长距离输送的需要,管道运输成为油气输送的最主要方式。然而,长输管道有着距离长、压力高、管径大、输量多的特点,一旦发生泄漏就有可能导致人员伤亡、财产损失、环境污染等严重的社会后果。对此,必须给予安全要素足够的关注度,在事故初期采取积极举措,最大程度地降低人员伤亡和财产损失。本文基于油气长输管道事故后果严重性实际情况,着重讨论油气长输管道事故后应急机制和应急管理方法,希冀对"能源安全"背景下油气长输管道安全、平稳、有序运行有所裨益。
Study on Emergency Mechanism and Management Method of Oil and Gas Long Distance Pipeline
With the rapid development of economy and continuous improvement of urbanization level of our country,energy resources such as oil and gas are being developed and utilized on a large scale.Traditional tank trucks can not meet the needs of long distance transportation of oil and gas resources increasingly.Pipeline transportation becomes the most main way of oil and gas transportation.However,the long distance pipeline has the characteristics of long distance,high pressure,large pipe diameter and large transmission volume.Once the leakage occurs,it may lead to serious social consequences such as casualties,property losses and environmental pollution.In this regard,we must pay enough attention to the safety factors,and take positive measures in the early stage of the accident to minimize casualties and property losses.Based on the actual severity of the consequences of long-distance oil and gas pipeline accidents,this paper focuses on discussing the emergency mechanism and emergency management methods after long-distance oil and gas pipeline accidents,hoping to contribute to the safe,stable and orderly operation of long-distance oil and gas pipeline under the background of"energy security".
