Research on Local Legislation for the Management of Scattered Industrial Waste water in A City in the Pearl River Delta
In recent years,a city in the Pearl River Delta has comprehensively promoted emission reduction and pollution control work,and the ecological environment regulatory department has attached great importance to and continuously promoted the centralized treatment of scattered industrial wastewater,achieving phased results.However,due to the lack of clear regulations on the supervision of scattered industrial wastewater in the upper level law,there is often insufficient legal basis in practical work.This study investigates the entire process of the generation,collection,storage,transfer,and treatment of scattered industrial wastewater in a city in the Pearl River Delta.It analyzes the problems and challenges in the current treatment of scattered industrial wastewater in the city,such as unclear wastewater generation,non-standard enterprise storage facilities,incomplete records,low illegal costs,and difficulty in obtaining evidence.Targeted legislative suggestions are proposed to provide reference for the formulation and improvement of local regulations on the management of scattered industrial wastewater.
