测度智慧农业发展指数,对于推动数字经济与农业深度融合发展具有重要意义.以《数字经济及其核心产业统计分类(2021)》对智慧农业的划分为基础,从数字化设施种植、数字化林业、自动化养殖和新技术辅助活动四个方面出发,采用 2017-2021 年我国 31 个省级行政区的面板数据,使用层次分析法和熵值法相结合的主客观赋权法,通过分析数字经济与农业深度融合发展的内在机理,构建智慧农业发展评价指标体系,对智慧农业发展指数和区域差异进行测度与分析.研究发现:全国智慧农业发展水平在研究期内呈上升趋势,但整体水平较低;智慧农业发展的数字化设施种植、自动化养殖、数字化林业和新技术辅助活动四个方面的指数值从高到低依次递减,自动化养殖方面的指数值增速最大;四大经济区域和三大粮食功能区智慧农业发展水平在研究期内呈上升趋势,但地区间智慧农业发展的差距逐渐扩大.
Measurement and Analysis of China's Smart Agriculture Development Index
Measuring the development index of smart agriculture is of great significance in promoting the deep integration of digital economy and agriculture.Based on the division of smart agriculture in the Statistical Classification of the Digital Economy and its Core Industries(2021),and starting from the four aspects of digital facility cultivation,digital forestry,automated breeding and new technology-assisted activities,we adopt the panel data of 31 provincial-level administrative regions in China(excluding Hong Kong,Macao,and Taiwan)from 2017 to 2021,use the subjective and objective empowerment method that combines the hierarchical analysis method with the entropy method by analyzing the intrinsic mechanism of the deep integration and development of digital economy and agriculture,construct the evaluation index system of smart agriculture development,and measure and analyze the smart agriculture development index and regional differences.The study finds:The national level of smart agriculture development shows an upward trend during the study period,but the overall level is low;The index values of the four aspects of smart agriculture development,namely,digital facility planting,automated breeding,digital forestry and new technology-assisted activities,decrease in descending order,and the index value of the automated breeding aspect shows the largest growth rate;The level of smart agriculture development in the four major economic regions and three major food functional areas shows an upward trend during the study period,but the gap in the development of smart agriculture between regions gradually widens.
