Research on human resource allocation in community mental health services based on job responsibilities and work-hours measurement methods
Objective To delineate the existing job duties and tasks of community mental health service staff,evaluate the reasonable allocation level,and provide policy and development suggestions.Methods A comprehensive literature review was conducted,complemented by health workforce demand analysis,job responsibility identification,work hour quantification,and stratified calculations.This methodology enabled the clarification of the job responsibilities and work unit index system for community mental health service staff in Beijing,as well as the measurement of their working hours and the assessment of human resource allocation for community mental health services.Results The annual time spent in community mental health services was 2 691.51 hours.The average annual work hours for community mental health service staff was bigger than 691.52 hours,which exceeded 34.6%of the reasonable work hours.There existed significant differences in total work hours and the time spent in mental health promotion work and other kinds of work between rural and urban community mental health service staff(P<0.05).Conclusion The findings indicate that community mental health service staff are facing heavy workloads and a shortage of personnel.It is essential to implement a variety of strategies to increase the workforce and adjust the personnel structure to improve the quality of community mental health services and promote the mental health of community members.
