Current situation and countermeasures of community rehabilitation services for mental disorders in four provinces of China
Objective To explore the status of community rehabilitation services for mental disorders in Beijing,Shandong,Hebei and Ningxia provinces,to find out the problems of community rehabilitation work.Methods A questionnaire survey was conducted among management personnel and primary-level workers on management and treatment of severe mental disorders as well as psychiatrists in Beijing,Shandong,Hebei,and Ningxia regions,to explore the situations of mental health and mental rehabilitation resources,patients'family care and rehabilitation support needs in different regions.Results From the perspective of service resources,Shandong province was the most abundant;from the perspective of drug maintenance policy support,Beijing had the highest coverage rate;from the perspective of mental rehabilitation,the number of community mental rehabilitation institutions was still scarce,and rehabilitation services could not meet local needs in most regions.There existed significant difference in whether mental rehabilitation service was included in medical insurance among different regions(P＜0.05).From the perspective of family care and rehabilitation support,economic difficulties were the biggest difficulties for guardians and patients to accept community rehabilitation.There existed significant difference in mental rehabilitation commercial insurance mechanisms among different regions(P＜0.05).Conclusion The current community rehabilitation is limited to the lack of social support,lag in the development of mental rehabilitation services,lack of effective coordination of various departments,and lack of effective commercial insurance mechanisms.In response to the above issues,it is recommend that the government should lead the role of management,give full play to the role of social forces and market mechanisms,play the responsibility of home care,and carry out positive mental health propaganda in the whole society,and to establish a comprehensive insurance mechanism of mental disorders through legislation,in order to promote the continuous development of community mental rehabilitation.
