Dominant or Intermediary:Identification and Evolution of the Role of Intergovernmental Collaborative Governance in China's Sports Policy Network
Applying social network analysis and policy network theory,this study delves into the evolution of government departments in the network of sports policy formulation,revealing their evolution and collaborative roles in the process.The research holds significant implications for understanding the development trajectory of China's sports governance system and enhancing the efficiency and collaboration of sports policy formulation.Through the analysis of 378 sports policy texts from 1954 to 2021,it was discovered that government departments in the sports policy network not only act as leaders but also play a role in intermediary positions.The frequencies of assuming the roles of leaders and intermediaries in the policy network have gradually increased.Comprehensive sports departments,such as the National Sports Administration,have consistently served as advisors,while the Ministry of Education has undergone a transformation from an advisor to an agent,advisor,and liaison.Economic departments,such as the Ministry of Finance,the National Development and Reform Commission,have transitioned from agents and liaisons to advisors,agents,and liaisons.The study suggests that the governing entities in China's sports policy network are moving towards a governance system where multiple forces participate collaboratively.The involvement of government departments in sports policy formulation is increasing,leading to closer and more diversified government cooperation relationship.Comprehensive sports departments are gradually increasing their collaboration across different types of governments.
