摘要
随着电动汽车市场的迅速扩大,退役动力电池数量激增,资源回收、环境保护压力增大,动力电池回收现已成为各国关注的"蓝海赛道",由于历史进程、文化传统和政策导向的不同,形成了立法强制型、生产者责任延伸型、联盟合作型、技术导向型等截然不同的发展路径.本文梳理上述四大路径后认为,我国动力电池回收体系建设亟需取长补短,借鉴不同发展路径的特色经验,从加快实施强制性动力电池回收政策、着力强化先进技术的研发创新、健全全国动力电池全生命周期的信息溯源系统、推动后端回收与前端生产联动等方面入手加快发展步伐.
Abstract
With the rapid expansion of the electric vehicle market,the number of retired power batteries has surged,and the pressure of resource recovery and environmental protection has increased.Due to the different historical processes,cultural traditions and policy orientations,completely different development paths have been formed,such as legislative compulsion,extended producer responsibility,alliance cooperation,and technology-oriented.After combing the above four paths,this paper believes that the construction of China's power battery recycling system urgently needs to learn from each other's strengths and weaknesses,learn from the characteristic experience of different development paths,and accelerate the pace of development from accelerating the implementation of mandatory power battery recycling policies,focusing on strengthening the research and development and innovation of advanced technologies,improving the information traceability system of the whole life cycle of national power batteries,and promoting the linkage between back-end recycling and front-end production.
